Senior Cost Manager

We require an experienced Senior Cost Manager / Quantity Surveyor for one of Northern Ireland’s largest Public Bodies, to successfully deliver cost management support on a wide range of civil engineering projects on the railway network and will include Construction, Civil Engineering, upgrades and renewals, multidisciplinary projects in excess of £10million as well as minor works in excess of £5million.

Reporting to the Senior Commercial Manager, you will join a team of Cost Managers who implement a best practice framework for cost, value and contract management for construction projects, provide support and assurance for project planning and delivery, manage dispute resolution and seek continual performance improvement.

As Senior Cost Manager / Quantity Surveyor your new role will include but not be limited to the following:

• Reports of financial standing at Monthly Board meeting.
• Tracking spend against the Capital Plan at framework level.
• Tracking spend against the Approval Funding at project level.
• Part of the team for Target Cost setting meetings.
• NEC ECC and PSC Contract drafting.
• Audits of Contractor Invoicing at project level and framework level.
• Guidance/advice to Project Delivery Team on cost management and NEC Contracts.
• Weekly reporting to Rail Systems Commercial Manager.
• Prepare and aid the Project delivery teams with setting up and compiling monthly internal Cost Reports.
• Manage junior members of the Rail Systems Commercial/Contracts team.
• Perform duties in accordance with Statutory and Corporate Health, Safety and Environmental requirements and management systems.
• Represent company at meetings with internal and external bodies in relation to your areas of responsibility and to ensure that corporate policy is followed in the decision/action taken regarding the outcome of such interaction.
• Ensure that all documentation is managed in accordance with company records management requirements.
• Ensure appropriate consideration is given to the organisations equality duties as well as specific commitments associated with your job role.

Essential experience should include the following:

• A Degree in Quantity Surveying or other relevant Construction Management.
• A minimum of 5 years’ experience on capital infrastructure projects utilising the NEC suite of contracts.
• Sound knowledge of public procurement practice for construction works and services.
• Experience in procuring major construction works and service contracts / frameworks.
• Chartered Surveyor status with RICS or working towards chartership.
